I am an experienced Captain. Mainly sailed on Chemical Tankers.

As the name suggests, this certificate mentions how many minimum crews need to be on board to run the ship.

This certificate sets the minimum crew requirements and the ship managers can have any number of crew above the numbers mentioned in this certificate subject to the capacity of life saving appliances.
