If all deck officers and engineers are drunk and ship collides with another ship and loses some cargo, can the ship owner be exempted from the liabilities as they have a D&A policy in place?

No, if all crew is drunk that shows company SMS has failed and poor organization culture.

Working as Marine Superintendent

That will be a problem for the Company due to lack of SMS implementation and will be a huge problem with P&I club.
