how all 3 are responsible at the same time. charterer is the key person here. if they don't pay the freight how can owner will pay. how Master will decide and satisfy that a vessel is bound by SOLAS to assist a vessel in distress. pls give your answers elaborately with facts otherwise it is of no use.
