Can we turn the ship by giving rudder movement while we are drifting ?

No. Rudder movement will only be effective when there is a significant amount of water flow on it. During drifting there is little to no water flow on the rudder.

And also the turning effect is just because of wind and current.

It will not be effective unless you have head way. If you have bowthruster you may use it for the same.
